[IBL] 2016 mid-season ballot

What if we instead did a rule similar to MLB's 26th man rule? Just give
teams a chance to carry an extra player for doubleheaders, but only DHs
scheduled in advance (in this case, would be for the late season
doubleheaders teams run into due to early season day 3 rainouts). That way,
teams know they can have an extra pitcher available for the DH only
entering the week and it doesn't require mid-week roster adjustments.

I agree the proposed rule is definitely more in line with real life, but I
also don't know if it's feasible for MIS play.
