You can only do this when a double-header or extra inning game occurs, the number of opportunities will be very limited.  Furthermore, even if you could do it every week the strategy is limited practically by the fact that any pitcher who is de-activated must remain on the inactive roster for 2 weeks. The rule specifically requires that the pitcher being activated must have been eligible for activation that week (i.e. inactive for 2 weeks).

Teams are required to have at least 4 SP on their active roster at the start the week so what you are describing here is not legal.
