[IBL] Hello and Thoughts on Ballot Voting

Hello all -

Happy St. Patrick's Day. I thought I would send for the little it is worth
my intended votes on the ballot proposals with some thoughts/rationale.
Opposing views welcome to inform making final decisions.  Thanks everyone.

*BALLOT MEASURES*

*2021-01) B*

I prefer playing everyone in conference at least once and like the playoff
format tweaks.

*2021-02) A*

I don't feel strongly on this one. Figuring out usage could be a little odd
with unusual # of regular season games and lower PA/IP thresholds of carded
players, and waiving the two-week inactivity requirement seems more helpful
than expanding rosters to 28. In part because we are going to play fewer
weeks, so a 2-week inactive requirement would seem to freeze reactivation
for a larger % of the season than it normally does in a 27-week schedule.

An earlier email suggested PA/BF thresholds would be waived for playoff
eligibility/usage. Makes sense, and I assume that is happening given it was
the underlying draft assumption. If so, I like keeping playoff roster at 26
as teams will have all of their carded players at their disposal and should
be able to make a roster of 26 that works for the playoffs (maybe even
easier than most years).

If PA/BF thresholds are not being waived for purposes of playoff
eligibility/usage, I may be more inclined to support 28.

*2021-04) B*

I like the three-batter rule for MLB and IBL. For MLB, it is primarily a
time-saving device I guess. In IBL, I'd prefer to reduce the one-batter
streaming of RPs and give some ground back to offenses. It will also align
a bit better with what should be the added value MLB teams place on
relievers who can be successful against either side. I cannot identify all
the implications for IBL player valuation and game play, but I'm inclined
to support it.

*2021-05) YES*

Relaxing the release deadline and trading deadline sounds good.

*2021-06) NO*

I am strongly in favor of getting the playoffs done by mid-December. But
I'd rather impose/strengthen penalties around the current Constitution
provisions about playing series, e.g.:

2.2.4: "The Wild Card Series will be played during two calendar weeks."

2.2.5: "The Division Series will be played during three calendar weeks."

2.2.6: "The Conference Playoffs will be played during three calendar weeks."

2.2.7: "The League Championship Series will be played during three calendar
weeks."

I don't like adding a December 15 hard deadline in part because if the
above provisions are not enforced, then if early rounds are delayed, later
rounds get later starts and those owners effectively get more squeezed up
against the Dec. 15 deadline by the earlier-round delays. Enforcing the
existing provisions with penalties would make the owners involved in each
series accountable for their own timeliness.

*2021-07) YES*

I don't totally understand how the change to IP penalties affects the
possible frequency of off weeks, but if it means off weeks can be more
frequent, I am a definite yes.

*2021-08) NO*

I lean toward test/suspend remaining subject to chance, although I
understand they are different than injuries in that owners can't just sit
their test/suspend guys to make sure they remain eligible for the playoffs
given that the test/suspend "wild play" roll can apply to inactive players
(I believe).  But teams in MLB don't get control over when the bad news
hits either.

[As an aside, I am strongly in favor of changes to the injury rules that
would mitigate the chances a player suffers substantially more injury days
than they did in real life in the prior MLB season. That would be a higher
priority for me than softening the blow only of a test/suspension.]

*2021-09) YES*

Sure, getting box scores in no later than a week after the IBL season ends
seems sensible.
