[IBL] 2016 mid-season ballot

I have a double-header coming up, and my solution was just going to be to
activate another SP or RP and deal with it; if that means I have to
deactivate a hitter, then that's what I do.  I like the system as stands,
but if we are going to make a change, I like Mike's idea of a 26th man.

The during-series activation is more realistic in comparison to MLB, but it
will cause problems in the reality of IBL play, especially with a series
being played via MIS.  Not everyone is able to respond quickly enough if
they were to have to activate someone, and not every owner has the time to
sit around waiting for that response.

As far as the pitcher rest proposal, I am fine with either option.
