[IBL] 2014 off-season ballot (votes due 3/21)

Sean,
It's a nit-picky thing, but should the constitution not state that opening
day shall be the third Wednesday in March but rather state that the season
shall start in March at the commisioner's discretion?  And I know that it's
not a ballot issue, but would rather be considered a "commisioners edit".
