[IBL] 2014 off-season ballot (votes due 3/21)

Since this is a short ballot we should be able to wrap this up quickly.  The discussion period is now open, votes will be due on Friday.  

Each IBL team receives one vote.  Teams with co-owner(s) should co-ordinate to ensure only one vote is cast.  Teams that do not vote are subject to a -5 IP penalty.

For the Commissioner's edit nothing is required, since no objections were raised it will be implemented as per 1.2.2.

For the three ballot items, please vote by sending email to vote at ibl.org using the following template:

2014-2)
2014-3)

votes must be YES, NO, or ABSTAIN
