[IBL] comments on mid-season ballot

It also said to hold off discussion until ballots were final, which makes for a cart before the horse situation.
Our condo board does something similar ("Let's hear comments!", "Sorry, we can't put that up for a vote"), so I guess the logistics are well accepted. In reality, discussion should happen earlier, when changes can be made.
I understand the need to make the trains run on time, so I guess we'll wait until next year for the proposal.

We've passed the point in our process where modifications can be made.
