The draft ballot is presented to the League specifically for the purpose of giving members an opportunity to suggest modifications.  Finalization of the draft ballot happens in private because it is essentially a negotiation between parties (e.g. nobody has to accept your change to their proposal), and resolution may require significant editing in order to ensure that we have a coherent ballot.  FWIW, several modifications were made to the ballot based on feedback to me from other owners (or vice-versa).

The public discussion period is specifically for debate on passage of the ballot.  I asked everyone to hold off on this debate until we could finalize the ballot.  Sorry if it was not clear to you when you needed to suggest your change.  Hopefully the process is now better understood.
