[IBL] 2024 card ratings

While I was working on stealing stuff for pitchers/catchers I was curious to see how the new MLB rules impacted jump ratings.  The difference between seasons didn’t match my expectations so I decided to dig into it.  It turns out that there were incorrect assumptions about the jump chart in the code which caused the bands for the jump ratings being too small.  This resulted in too many players at both ends of the scale (i.e. 0 and 5).  I just finished correcting this and have updated the baserunning file.
