[IBL] 2024 card ratings

I’ve added BFP rest and fatigue ratings.  I also realized that I had code to generate estimated defense as a range of possibilities (e.g. “DEFG” meaning D through G with E/F being more likely) and forgot to use it, so that file has been updated.  Also there should now only be carded players listed in the defense file.
