[IBL] Carded Players - note

I jumped the gun a little bit, not realizing that cuts had not been
processed yet.

So the free agent sections of the Carded Players spreadsheet does not
include players that were released by their IBL team this offseason.  Those
will be finalized by December 15 and I will update the spreadsheet then.
