[IBL] Ballot item 2022-3 - PLEASE VOTE

Hi all,
I'm preparing a ballot for voting on rule changes, and found that most of
them have to do with changes to the draft, or otherwise will not take
effect until next season.  So I will send those out sometime soon and we
will have a discussion period before finalizing the propositions and
putting them on a ballot.

There is one item that can be voted on now, should not require lengthy
discussion, and would take effect immediately.  It will be called ballot
item 2022-3 since we already had two offseason ballot items (which changed
the active roster size to 26 and full roster size to 36).

Please send your vote YES or NO to vote at ibl.org by this Monday night, April
4.

2022-3) Change the FA signing rules so that teams that release a player
cannot immediately re-sign the same player the following week unless all
the other teams passed on signing that player.  This makes releasing a
player work more like MLB waivers.
