[IBL] Cards + Stadium Draft

Oops, I forgot to update Toronto's park since they played in Buffalo last
year.  These parks are currently available:

CIN Great American Ballpark, CLE Progressive Field, COL Coors Field, NYA
Yankee Stadium, TOR Sahlen Field (Buffalo), WAS Nationals Park

Also a reminder, you are only allowed to change parks once every three
years.  So if you changed parks in 2020 or 2019, you are not eligible to
participate.  If you switch this year, you will be ineligible to switch for
the next two years, so if you pick Sahlen Field, you will have the Blue
Jays' stadium for three years no matter where it is.
