[IBL] playoff rosters

Every team that has a chance of making the playoffs should send a  
preliminary playoff roster to <transactions at ibl.org>.  This does not have  
to be your final roster, but we need to verify that your initial submission  
fulfills all legal requirements.

It is not necessary to send your playoff roster to the mailing list.  Once  
a playoff roster has been validated it will be posted to the wiki.

You will be able to make changes to your playoff roster prior to the start  
of each series, as per rule 3.3.2 in the Constitution.
