[IBL] IBL Free Agent Draft Lottery

Hello all,

I will be administering the draft lottery again this year.  The draft
lottery will take place on Saturday, November 21st, at 7 pm central time.

You are welcome to join the #draftlottery room at that time to make your
own roll.  I will roll for owners that can't make it.  You want a *high*
roll this year.  There are no "practice" rolls allowed once the lottery has
started - please arrive early and make sure your script is set up properly.

The tiers are listed below.  I'd like someone to double-check them to make
sure I didn't make an error - there is no tier 3 this year!
