[IBL] chart fix, another upload

There was a tab alignment problem with the fences on the park effects chart  
(page 8), that is now fixed.  Thanks to Jerry/RRG for catching it.  Charts  
are now revision 2020b.

I have uploaded an additional set of PDFs that have the players sorted by  
their current IBL team rather than their MLB team (does not include most  
recent FA signings).  Free agents are sorted last.    This was suggested by  
David/OXY as a way to potentially speed up sorting.  The files are prefixed  
with "IBL" to distinguish them from the standard files (e.g.  
IBL-batters.pdf).

If any further changes to the charts are necessary I will upload a new  
revision, but I believe it is safe to assume the Commissioner is calling  
the cards final.
