[IBL] IBL: More thoughts on a 2020 campaign

Rusty mentioned a poll during IBL All Star Week. I would think the 14
players that opted out would simply be UC21. I think every owner has dealt
with keeping UC players and a short roster before, some of us with multiple
UC's, so it shouldn't really be an issue in my opinion.
