[IBL] IBL: More thoughts on a 2020 campaign

With MLB underway we should push this discussion to a conclusion as it
will very quickly impact the IBL free agent and trade market.
One huge issue if we use this year's MLB stats for next year's IBL
cards is going to be what to do with players who opt out this year.
And we should have a Plan B should MLB not make it to the end of the
regular season.
