I considered two usage appeals -- SFP filed appeals for PIT Moran and TOR
Tepera.
The appeals are upheld and SFP may keep those two players.  Both were
players SFP traded for mid-season.  Moran came up 2 PA short (actually
1.25) and I have always upheld appeals for players who received significant
usage and missed by such a small margin.  Tepera would have made usage
easily but had a long injury late in the season and did not receive much
injury credit.

I am also allowing BAL to keep PHI Haseley, who was overused by 10 PA.  BAL
lost 110 games and Haseley did not have a particularly good card, so no
advantage was gained by the overuse.  Since BAL will likely be under new
management, I feel it would be unfair for a new owner to lose a prospect
(drafted in the 2nd round) due to careless usage.
