[IBL] Commissioner's edit: 3.6.1 Out of Position Ratings

Italicized means the player did not play the position in MLB. Basically it’s just a visual reminder that you aren’t allowed to start the guy there in the IBL and he won’t count toward fulfilling legal roster requirements. Otherwise it’s no different than any other rating.
The fact that outfielders get rated at other outfield positions they didn’t play does in fact make some of the “out-of-position” rules unnecessary, but I let them remain to minimize the edit.
