[IBL] Slack

Hey everyone, 

I have setup a Slack page (hopefully right did it in a hurry) for IBL.  I know some people can't access IRC in the day or don't want to use a browser to access IRC to communicate.  So for a 2nd way of communication I figured we can use Slack also as I am sure a bunch of people have it now for work or other collaboration tools.
