[IBL] SEA Draft List

With all the 10th round talent in PAD's 6th round list, everyone is doing
great on average.  :)

Thanks Alex and Matt for acting as draft administrators.  Having done it
once a few years ago and messed it up badly, I know it is more work that it
seems.  So thanks.
