Any plate appearance would count as a single unit of usage under the  
proposed change.  It would not be possible for any event to result in 2  
units of usage.  The only event where the batter and pitcher would not  
receive the same unit of usage would be an intentional walk (1 for batter,  
0 for pitcher).
