[IBL] quick pre-season vote

I have implemented a system to track usage based on PA/BF, which means that  
it is now possible to have a truly reciprocal usage system.  Right now some  
events result in no usage at all (e.g. HB) and others result in different  
units for the batter and the pitcher (e.g. SF, GIDP).  A true PA/BF based  
usage system does not have these problems and will make it much easier to  
manage your team when you're getting close to the limits.

I've also created a usage reporting tool, which means that you will no  
longer need to wait for the Almanac to update.  Once a GRS has been  
accepted you will be able to get the latest usage info in the same format  
as the Almanac.

Note that this does not change anything in the Constitution other than the  
calculations for usage.  Playoff eligibility requirements remain based on  
AB+BB (which is on every card) and carded player requirements are still 30  
AB+BB / 20 IP.


Switching requires that we go through the official voting procedure.  I  
believe this proposal should be non-controversial, so I'm going to presume  
we can go right to voting.  Feel free to post to the list if you have any  
questions.

Teams should vote by sending a "yes" or "no" email to <vote at ibl.org>.   
Please make sure to put your team in the Subject of the email (e.g.  
"Subject: MCM usage vote").



Here is the proposed change:

2018-1) Replace sections 4.5.2, 4.5.3, and 4.5.4 (Usage):

4.5.2   Usage Requirements

Every player must accrue IBL usage of at least 75% (3/4) but no more
than 133% (4/3) of their usage in the previous MLB season.  The usage metric
for position players is plate appearances (PA).  The usage metric for
pitchers is batters faced (BF).  During the IBL season intentional walks
do not count toward the usage requirements for pitchers.

Players not meeting their usage requirements for a given year become
free agents at the end of the regular season. Post-season usage shall
not be considered for usage requirements.

4.5.3   Usage Credit for Injuries

Players will receive usage credit for IBL injury days.  A player's injury
adjusted usage (injury credit + earned usage) is only used when determining
whether a player meets their 75% usage requirement.

Injury usage is calculated using the following formula:

Injury Usage =
(MLB Usage/162) rounded up to the next integer * Number IBL Days Injured

4.5.4   Usage Caps

Players may continue to participate during the regular season despite
exceeding their 133% usage limitation, but a player may not exceed 150%.
Failure to comply with this rule shall result in forfeiture of any games
in which a player participated while exceeding 150% usage.
