[IBL] Draft Lottery

All,

As Rusty mentioned in the newsletter, I volunteered to oversee the draft
lottery again this year.  Here is the pertinent information:

Date:  Wednesday, November 15th
Time:  9:00 pm Central time U.S.

We'll hold the lottery via irc, anyone that wants to roll for their team
can do so.  The room will be titled "draftlottery".

Tiers will be ordered from lowest roll to highest for the 1st round of the
draft (you want to roll low).  There will be no practice rolls once I
announce the start of the lottery - make sure your rollbot is set up ahead
of time.

*Tiers*
0 tier - BOW, EDG (owned by KAT), HAV, KAT, SDQ
1 tier - BAL (owned by GTY), CAN, MAD, MCM, NJR, NYK, PAD, POR, SKY, SFP,
TRI
2 tier - CSG, GTY, MNM (owned by KAT), SEA, WMS
3 tier - COU, ODM (owned by SKY), PHI

If someone could double-check the accuracy of the tiers and "reply all",
that'd be super.
