[IBL] change the way usage is calculated?

All it would change is how usage is calculated.  Right now only AB + BB count for batters, and there's the more complicated formula for pitchers (IP*3+H+BB). Changing to real PA/BF can make in-game decisions simpler when you're running close to the cutoffs. Say your pitcher is close to 133% and you bring him in to face one batter. Under the current rules that one batter could use up 0 (HBP) or 2 (GIDP) units of usage.

Playoff requirements would not change from AB+BB. Note that every player card has the relevant info at the bottom.
