[IBL] SDQ weeks 13 and 14

Hello,

As mentioned previously, I'm on vacation weeks during IBL weeks 13 and 14
and will not have sufficient access to internet and computers to play, so
have asked for assistance.

Alex Campbell has graciously offered to help for week 14 if no other
volunteers.  If there is no one to help, the week 13 will have to be played
by SDQ's week 13 road opponent (CAN).

The SDQ MIS for weeks 13 and 14 is on dropbox.
