[IBL] ASG ballot

Last year's conference champs (CSG and COU) get to select the reserves and play 
the game, if they want to.  If they don't, then anyone can volunteer.

Rusty has given me permission to set up a ballot for this year's IBL 
All-Star Game. I hope to have it ready in a few days. Once it's ready, 
I'll include information on the URL, deadline, and such.

I'll go by eligible players, and use the cards to determine positions. 
If that gives some teams more than one eligible player at a spot, I'll 
contact you individually to see who you want on the ballot. Or, you can 
contact me on your own and let me know. If a player has more than one 
position in caps (example: Holt BOS RF and 3B), let me know which 
position you want to be on the ballot. Only one eligible player per 
position per team, please.

I'll try to announce the starters by time results are due for week 15. 
I'll leave it to Rusty to set the rules for the rest of the roster.
