[IBL] IBL Round 4 Reminder

The Round 4 deadline approaches with the inevitability of a Minnesota Twins
90 loss season.  The bell tolls at 9am EST tomorrow (Friday) morning.

If I've read correctly (and my short, disastrous stint as Draft
Administrator proves the folly in that assumption), the following front
offices have not submitted a draft list:

CAN
COU
GTY
KAT
MAD
MCM
NYK
PHI
SEA
SFP
SKY
TRI

POR has also not submitted, but George it does not appear to me POR has a
pick this round.
