Let's not start making up names for things :)
This pitcher has a *BF Fatigue* rating as a RP (assuming RP given the low number) of 6
This pitcher has *BF Rest* ratings of: 8 for 0 days rest, 10 for 1 day rest, 14 for 2 days rest, and 17 for three days rest

5 batters is less than the maximum of 8 for 0 days rest, so yes he may pitch the following day

No, he must rest 2 days as he pitched to 12 batters on consecutive days and 12 is greater than the 1 day cutoff (10). He could have pitched to as many as 14 batters (over consecutive days) and required 2 days rest. Once he pitched to the 15th batter it would be 3 days rest.
