[IBL] important chart update (rev 2014d)

I was printing out my charts tonight and I realized that there was a problem.  When I updated the methodology for assigning the WP/PB ratings I also made modifications to the WP/PB chart.  Somehow these changes must have gotten reverted when I was working on that page later because the old chart was still there when I printed tonight.  I just uploaded a new revision (2014d) with the correct WP/PB chart (page 5).

I apologize to everyone who played games with the old chart.
