[IBL] pitcher rest question

In talking with a few owners over the past year and then specifically in
one of my week 12 series, I have noticed that there is some confusion about
how relief pitcher rest works under the current system. Specifically,
there seems to be an issue with how many consecutive days certain types of
pitchers can pitch.
My reading of the charts is that short relief pitchers may pitch 3
consecutive days if and only if, they did not exceed 1 inning pitched in
their first 2 games. In the 3rd game they may pitch as many innings as
eligible. if a short reliever pitches 1.1 or 1.2 inning they are limited
to 2 consecutive days.
For middle relievers, they also may only pitch in 3 consecutive games as
long as they only pitched 1 inning in the first 2 games. They may pitch 2
consecutive days if an only if they do not exceed 2 innings pitched on
either day.
The charts say specifically:
* cannot pitch more than 2 consecutive days -- there is an "*" on the
chart next to Short 1.1-1.2 and Middle 1.1 - 2.0
** cannot pitch more than 3 consecutive days -- there is an "**" on the
chart next Short 0-1 and Middle 0-1
In one of my week 12 series, my opponent pitched 2 of his middle relief
pitchers each for 1 inning in game 1. In game 2, those two same middle
pitchers each pitched 2 innings. On my reading of the charts, i believe
they cannot pitch in game 3. My opposing manager disagrees with this
interpretation and says he was taught and has always played that middle
relief pitchers can pitch three consecutive days per the chart--since they
only pitched 1 inning in game 1, they may pitch three consecutive days.
Can we please get the commish to weigh in here as well as any others?
