Correct, a player who is DTD can be considered your "backup" at a position.

The first sentence specifically says:  "A team may (but is not required to) replace an injured player...".  "Replace" in the context of the active roster should be considered to be synonymous with "de-activate".  Similar wording is used in 3.3.3.  The word can be changed via edit, does anyone else think this is necessary?
