[IBL] IP penalties for missing MIS

The following teams have not uploaded a MIS to the shared Dropbox folder:
TRI, WMS, POR, MNM, CAN, ODM

Any team that does not have a MIS stored in Dropbox by Thursday afternoon will be hit by IP penalties:

5.2.1   IP Penalties for Late Management Instruction Sheets

*   -1 for failing to upload a MIS by the start of week 1
*   -1 for each subsequent week that a team fails to upload their MIS
*   -1 if an owner fails to provide their MIS to their opponent by the 
Thursday deadline and the home team is forced to use an outdated MIS
