[IBL] RRG caretaking

Hopeful that a regular owner for RRG can be found, but happy to continue
being caretaker until that time. I am also hoping to try to play some of
the RRG games face to face this year as I know it can wear on owners
always trying to run a game while bouncing back and forth from the MIS. I
also think there is an advantage for teams in ownerless team's divisions,
so I am hoping to reduce that a bit, especially since I think RRG will be a
little better this season.This could be the occasional series, games here
and there, etc. Each week, I will connect with their opponent and see if we
can find a mutually available time to play at least some of the games. If
there isn't a great time or if I am too busy beyond playing my own games, I
will submit the MIS as I did last season.

Thanks for understanding and good luck to everyone's seasons. On paper,
there looks to be a lot of interesting division races.

For week 1, I am ready to go so PHI and MAD, let me know your availability
and maybe we can work a mutual time.
