[IBL] post-draft transactions schedule

With the draft concluding today you may now report trades that were agreed upon during the February roster freeze. If trades will cause your team to exceed the 36 player limit you must also submit a list of players you are releasing in order to get down to the limit.

The first deadline for transactions (including FA signings) will be 11:59pm Pacific on Tuesday 3/4.  Transactions will be processed weekly going forward with the standard Tuesday deadline.
