[IBL] 2025 IBL Draft Lottery

It's a balmy 45 degrees in Lake Geneva, WI, so what better to do when I'm
"working" than mourn the fact that I had the 3rd worst record in the league
and could end up with the 16th overall pick?

Time to plan the draft lottery!

We'll set the date for *Sunday, November 10th, at 9:00 pm eastern time* on
irc in the "draftlottey" room.  We'll go in descending order from tier 3 to
build the suspense.

Continuing the tradition of switching off, you'll want to roll HIGH rolls
this year.  Please join the room early and set up your scripts or whatever
you need to do for rolling, and test it ahead of time.
You can roll "practice" rolls ahead of time, but once the lottery
officially starts, you get one roll and that's the one that counts.
I'll roll for teams for which owners are not present.

0 tier:  BAL, BFD, EVE, MAD, RRG
1 tier:  BOW, BUF, CAN, GTY, KAT, NJR, NYK, OXY, SCS, SFP, SKY
2 tier:  PHI, SDQ, SFL, SLG, WIS
3 tier:  MCM, SEA, WMS

If anyone sees any mistakes with the tiers, please let me know asap.
