[IBL] All Star game managers needed

Hi all,
We still need volunteers to manage the NC and AC in the IBL All Star Game.
There is no rush, the game can be played at your convenience.

Each manager should choose a few reserves for the positions that had tie
votes, and ensure that their roster has a representative from every IBL
team in the conference.
