[IBL] IBL All Star Game

Hi all,
If anyone would like to organize and play an IBL All Star Game this week,
let me know.

Last year's conference champs (SKY and BOW) have first priority if they
want to manage for their conference, but otherwise anyone can volunteer.

If you're feeling particularly ambitious, you can organize a ballot, but
since that could be too time consuming, it's fine to just choose the All
Stars yourself for your conference.
