[IBL] off-season info

IBL rosters have been updated:

1) player names have been updated for the 2025 season
2) teams have been allocated their 2026 draft picks
3) all players who did not make usage were removed from team rosters
4) new carded players have been added to the list of free agents

The list of usage FA can be found on the wiki <https://wiki.ibl.org/dokuwiki/doku.php/2025-usage>.  If you wish to retain players on this list you should file an appeal with the Commissioner ASAP.

Please note that the current FA list includes a lot of uncarded players who will eventually be deleted.  Those deletions will made after all the cuts have been processed.  We’ll try to push a change to the website soon that will include the UC status of the FAs.

CUTS

If you wish to release additional players please submit a list of cuts to <transactions at ibl.org <mailto:transactions at ibl.org>>.  Please list player names as they appear on the current rosters.  It is not necessary to list players who were automatically removed from the roster due to usage.  The official deadline for submitting cuts is 12/15, but we’ll extend a grace period through Friday 12/20.

DRAFT

The official draft order can be found on the wiki <https://wiki.ibl.org/dokuwiki/doku.php/2025-draftorder>.  Teams with the current pick may announce their selections through Friday 2/7.  Draft selections should be announced on the IBL mailing list.  The remainder of the draft will be completed using lists in February.

Unusable draft picks will be removed from the draft order after rosters are frozen on 2/1. Draft picks beyond the 9th round will be added for teams that need them at the same time.

TRADES

Teams may make trades through Friday 1/31. Trades should be reported the same as the regular season, via email to <transactions at ibl.org <mailto:transactions at ibl.org>>. If you are trading draft picks please list them in the same format as they appear on the rosters, e.g. “MCM#1 (25)”.  If the trade involves an upcoming pick in the draft then you should also announce it on the mailing list.
