[IBL] 2024 IBL Free Agent Draft Lottery Results!

Everyone, I've updated the draft order chart for all 9 rounds to include
the draft pick swaps.  The two yellow highlighted ones were conditional
trades; teams involved in those, please make sure they are correct.

Remember, this is unofficial, the almanac will have the official order.
