[IBL] 2024 IBL Free Agent Draft Lottery

Hi everyone,

I've uploaded the 2024 draft template to dropbox.  It has the tiers set up
and I added all the traded picks at the bottom - for example "GTY via WMS"
in the round 2 column indicates that GTY owns WMS' round 2 pick.  Once the
1st round draft order is determined tonight, I'll update again by replacing
picks in the chart with the current team that owns them.  Please keep in
mind that this chart will be unofficial - refer to almanac for draft pick
order by round once that is updated.

Hope to see many of you at 10 pm eastern time tonight for the draft lottery!
