[IBL] 2024 IBL Free Agent Draft Lottery

It's 28 degrees and supposed to snow tonight in Lake Geneva, so what better
to do than plan for the 2024 IBL Free Agent Draft Lottery?

Unfortunately Rusty's email to me about this went to my spam folder for
some reason, so this has to happen quickly with the official draft start
looming.
We'll set the date for *Tuesday, November 28th, at 10:00 pm eastern time* on
irc in the "draftlottey" room.  We'll go in descending order from tier 3 to
build the suspense.

Continuing the tradition of switching off, you'll want to roll LOW rolls
this year.  Please join the room early and set up your scripts or whatever
you need to do for rolling, and test it ahead of time.  You can roll
"practice" rolls ahead of time, but once the lottery officially starts, you
get one roll and that's the one that counts.  I'll roll for teams for which
owners are not present.

0 tier:  KAT, RRG, EVE, MAD, BUF, SCS, SFP, BFD, BAL
1 tier:  OXY, NYK, GTY, SFL, SNH, CAN
2 tier:  BOW, NJR, SKY, SLG, MCM
3 tier:  WMS, PHI, SEA, SDQ
