[IBL] Check out the Overlays

Hey all!

I finished the work on the updated overlays. Here is a sample of what the
overlays look like. Danny will be combining the overlays with the player
cards & parks so if you want to use these, wait for us to finish combining
and error checking before printing out your card set.
