[IBL] final update to cards

The cards are now updated with injury ratings and specials.  No further  
changes are planned.  If you find an error let me know ASAP.

The park cards and initial revision of the charts (rev 2023a) are also  
available.  If you have any suggestions for edits to improve/clarify the  
charts let me know ASAP.  Also, if someone would verify that the park cards  
match the tables on page 8 of the charts I'd appreciate it.
