[IBL] 2023 season stuff

1) The initial draft of the 2023 PDFs are available for download.  These  
are still missing the injury ratings so they are NOT ready for printing.   
When everything is complete I'll also generate PDFs that are sorted by IBL  
team ownership.

2) I haven't generated the park cards yet but the details are available in  
the same place as the ratings.  Let the Commissioner know if you intend to  
participate in the stadium draft.

3) The website has been updated with the 2023 schedule.  It is the same  
format as last season, 25 weeks with 4 game series vs divisional opponents  
in weeks 4/5, 12/13 and 24/25.

4) You will need to set your week 1 active roster prior to the start of the  
season.  Currently all carded players are considered active so to simplify  
processing please send a list of 10 inactive players for week 1 to  
<transactions at ibl.org>.

5) Please make sure you have uploaded a MIS to the shared Dropbox folder  
prior to the start of the season.

6) If you intend to change your team name/location now is the time to get  
that done so let the Commissioner know ASAP.
