[IBL] post-draft trades & pre-season transactions schedule

You may now report trades that were agreed upon during the February roster
freeze.  If your team exceeds the 36 player roster limit after your trades  
then
you must also submit of list of players you are releasing in order to get  
down
to the limit.

There will be an initial transaction period ending on Tuesday 2/28 limited
to processing these post-draft trades and releases.  The resulting  
transactions
will be reported on Wednesday 3/1.  The first deadline for full transactions
(including FA signings) will be 11:59pm Pacific on Tuesday 3/7.  Transactions
will then be processed weekly with the standard Tuesday deadline.

Feb 2/28 - post-draft trades & releases
Tue 3/7  - deadline for first week of pre-season transactions
Tue 3/14 - deadline for second week of pre-season transactions
etc.
