[IBL] Approximately 14 Hours and 57 Minute Notice of Round 4 Deadline

Round 4 lists are due Friday, February 10 at 9 AM Pacific.

Please make sure to have enough contingency picks on your list in case
owners selecting before you are using the same scouting information. We
nearly had an incident at the end of Round Three.
