[IBL] Usage appeal results

BAL's appeals of TB Walls and MIA DeLaCruz have been upheld.  Although
Walls came up short of usage, BAL gave up value to acquire him and then got
him as many PA as possible for several weeks.  I felt it wouldn't be in the
best interest of the league to weaken a caretaker team further by being
strict in this case.  In addition, BAL's offense was terrible and that may
have cost him several PA.  DeLaCruz was overused by only a PA, and BAL's
games were being played by many different people so it was an inadvertent
oversight.

SCS was allowed to replay the end of a week 25 game to prevent CLE Bieber
from going over 133%.

MAD was allowed a replacement in his final week 25 game to allow TEX Ibanez
to reach 75%.
Due to the owner's circumstances at that time, I didn't require him to
replay the game.
