[IBL] roster updates

IBL rosters have been updated:

1) player names have been updated for the 2024 season
2) teams have been allocated their 2025 draft picks
3) all players who did not make usage were removed from team rosters
4) new carded players have been added to the FA pool

Please take a moment to verify that your roster matches expectations.  If you wish to retain a player who did not make usage you need to send an appeal to the Commissioner.

Note that the FA pool will not be finalized until after all cuts have been processed and all usage appeals have been ruled upon.  The deadline for submitting cuts is December 15.  Any trades that have been reported will be processed after final cuts.
